Yes, it’s a compromise between competing powers (individual, state) as is most all of the Constitution.
The Founders didn’t choose democracy, tyranny or oligarchy: they set them against one another by design.
They never accounted for the rise of the tyranny of a national media. But things may work out yet.

The sense of state allegiance has diminished with the increase of personal involvement of the Federal government. Who taxes people more every April 15?

This isn’t the system of managing a country that the founders came up with.
