I didn't realize that I should dumb down my posts to the lowest common denominator, so for millennials and anyone else equally ignorant: the reference is to "The wizard of Oz."
The wizard promised the scarecrow he would give him brains. However the movie was filmed in 1939 and Frank Morgan (who played the wizard) died in 1949 hence the wizard is dead and the idiot chief of police will be forever berift of brains (like most democrats).
