I would have thought Switzerland, non-member of the EU, exerted tight control over its borders . . .

Switzerland is kind of an "associate" member of the EU and,as such,they have the same "open border" policy as most of the EU's "official" members.

Same here. Perhaps there was a Swiss policy that allows passage to people coming from Italy and going on to Germany. I'm sure that will change.
