Upshot is, a whole lot of folks are there for drug crimes and most will eventually be released. Prisons are a very expensive tool and not very effective when you consider recidivism rates. We shouldn’t be rushing to use them except when absolutely necessary. Minimize the amount of space avaialable, and you force prioritization. Which is the way it should be.
