Wouldnt their Constitution prevent them from developing those, especially after the Godzilla incident?
The Godzilla Incident was indeed bad for Tokyo (though it helped Raymond Burr's career, but I digress), but any difficulties concerning the use of nuclear power were soon afterward dispelled by the Gamera Campaign, where the spinning turtle overcame the destructive force of the anachronistic dinosaur.

It shouldn’t have happened once, and people are justified in being afraid of what’s been released there, and also in fears that some other plants may be no better designed/maintained than that one was. I’m not saying I agree, but the poor (bordering on incompetence) design of that plant and its emergency systems has done a lot of damage to the already poor image that nuclear power had.
