Gov. Rauner signs new law expanding Illinois gun prohibitions

Illinois Republican Gov. Bruce Rauner signed a popular bill last week that would reclassify some as being ineligible to own firearms due to stalking orders or protective orders from other states.

Sponsored by Rep. Kelly M. Cassidy, D-Chicago, the measure directs the State Police to deny an application for or revoke an individual’s Firearm Owners Identification Card if they are subject to an order of protection or no-contact order related to stalking. It passed the House in April and the Senate in May, both in unanimous votes, earning Rauner’s signature on August 12 along with a host of other measures without comment.

The legislation, which passed as HB 6331, is multi-faceted and would treat a stalking no contact order (SNCO) the same way as a domestic violence protective order under the law when it comes to barring gun ownership. Under Illinois law, many who do not qualify for protection through restraining orders can obtain a stalking no contact order which can be obtained by victims of stalking who do not have a relationship with the offender.

Further, it would compare the state’s FOID database against those in other jurisdictions to see if a similar protective order had been entered by another state, tribal, or territorial court against the gun owner.

As such, it would reclassify some Illinois citizens as being ineligible to own firearms under the new guidance. If ineligible, the gun owner would have to surrender their firearms and FOID card to the county sheriff if served with a revocation order. The language of the act allows for a pilot program in Cook County for local law enforcement to serve notices of revocation, a task typically reserved for the State Police.

Finally, those who find their FOID card revoked would be entered into the Federal Bureau of Investigation’s National Instant Criminal Background Check System which could disqualify them from purchasing firearms in other states or in many cases obtaining a concealed carry permit.

The measure is now Public Act 99-0787 and takes effect January 1, 2017.

You like to believe in lies? I never really was hot for Cruz. Cruz was superficial. Now prove me wrong there or else eat your words.

If you’re Donald, you find that your wealth (except for the evidence it furnishes that you can carry on big dollar business sucessfully) isn’t what is carrying you in your campaign. You find that what you say is what is carrying you.

Oh, we are fortunate that Donald was willing to invest that much in it. But this is still peanuts compared to his net worth.

Convince men of means that you are right, is the way to go. And honey will always do better than vinegar there.

When Rauner campaigned, he said that he’s strongly pro-gun rights. In the primary, I voted for then-Illinois Treasurer Dan Rutherford. In the general election, I voted for Chad Grimm, the Libertarian.

Will a conservative run against Rauner, in the 2018 primary? If so, who will run?
