I thought it was announced last week that the FBI recommended an investigation, and the DOJ rejected the idea. I don’t think unnamed sources have much credibility after that.
The FBI does necessarily need the DOJ OK to open an investigation, especially on Executive Branch public corruption charges.
They do need the DOJ to open a grand jury to indict.
