Of course, what you say is correct - Obama’s policies allowed ISIS to be formed, but he is not, obviously, the literal founder. That’s an exaggeration that Trump made in order to point out the role Obama’s policies played in the creation of it.
As for the use of the word “sarcasm” - I used that word because that’s how Trump described it.
He filled his administration with moslem brotherhood hacks and sharia buttkissers.
When he could have backed the Iranian pro-western movement, he held back and did nothing. They have probably all been tortured to death.
He abruptly announced his intended date, and then pulled the troops out of Irack.
He promoted the "Arab Spring" backed the Moslem Brotherhood takeover in Egypt. The people rebounded and took their government back, blaming Obama as a criminal.
He and HRC fomented the overthrow of Gadoffy and the destruction of Libya, turning it over to the MB, sold weapons to Syrian rebels (ISIS) (herc kept the money) and watched impassively as he allowed Ambassador Stevens and American Patriots to be killed at Benghazi.
He used the feeble and sorry excuse of Bergdall, trading a deserting traitor for several top murdering "generals" releasing them to return to the battlefield, serving ISIS.
He backed the wrong side (ISIS) in attempting to overthrow Assad.
He did everything he could to destabilize the Middle East (moslems) and turn it over to the wild-eyed sharia murderers. Lots of other things I didn't mention, and lots of other events we don't even know about yet.
