Wondering if this is just a move so they can make more non-DC field agents sign nondisclosure agreements about everything Clinton and ensure there are no leaks.

Most likely; Clinton will probably issue memorandas to the press about not mentioning anything about the Foundation due to the ongoing investigation.

Also an investigation with no finding of fault will whitewash/provide ammunition for the media if Trump is elected and investigate happenings under his appointed Attorney General.
