The city administration and the upper ranks of the PD are almost entirely black, and I suspect black cops make up a large fraction of the Baltimore PD.
Crime will continue to climb in Baltimore as the police force disengages almost to the point of being a crime scene management department. Why would you put your life at risk for these ungrateful bastar*ds.
