In other words, Hillary Clinton took $125,000 out of the Clinton Foundation and transferred it to a hospital to pay for her personal medical expenses.

Is this legal or does it qualify as conversion of Foundation assets for personal use?

I doubt she needed it to pay her medical expenses.
She was covered by Medicare and a US govt employee medical policy at the time.

Her personal medical expenses were paid by our Tax dollars.

Congress critters, as well as past presidents and their families all receive free, elite medical care.
