My mother is 93 years-old now. She’s astute and still is a news hound. When Roberts ruled it was a tax she went back in her clipping files (you do not want to see her bedroom - boxes of magazines and newspapers) and showed me where the Democrats said it was a tax.
Good thing is that it can be repealed.

What astounds me is that the US seems full of conservative, astute, well-read, intelligent people. How then can your representatives in the Congress fail time and time again? With a few exceptoions they don’t seem to be the sharpest tools in the drawer.

You really should ask someone else. As far as I have found out several of these tax increases took place in 2013 and not 2015. However, Congress was in the Pub's hands then as well. They just did not fight I guess, given that these tax increases were included in the already passed ACA.
Or as publius911 wrote above: Change it? Hell, they didn't even read it!
