I'm absolutely serious. It's not enough to just prove the cash was given the prosecution then has to show that the party giving the cash has actual knowledge it is to be used in the preparation or actually carrying out of terrorism offences. Good luck. They might be reckless. Or even negligent but that's not knowledge.

Cross-talk maybe? I was thinking of the Iranian Transactions and Sanctions Regulations, where Andrew McCarthy quotes:

one has “knowledge or reason to know that” such things are “intended specifically for supply, transshipment, or reexportation, directly or indirectly, to Iran or the Government of Iran.”

Does not seem hard to prove at all given that both JFKerry and Obama have admitted tha this was exactly what they intended all along.

Proving that the Adminstration provided material support to terrorists may be more difficult to prove, as you pointed out.
