Central, according to what I've seen. It's my first guess anyway because chron.com is in Houston. I also checked other sites, including other news sources and a preview of the Green Party site itself.
Central Daylight Time is "-0500" for those readers, like many outside the US, who are more familiar with that format. In other words, 11:45 CDT will be 16:45 GMT or UT.
