A West Philadelphia neighborhood has lost its block party privileges, and others around the city will have to find an alternate form of aquatic entertainment after the Philadelphia Department of Licenses & Inspections came down with a firm if obvious edict:
Residents are not allowed to tap into fire hydrants to turn dumpsters into swimming pools.
"We are not screwing around, Philly," the Department of Licenses & Inspections wrote, listing several reasons why "you shouldnt swim in a receptacle most often used for waste."
City officials said they were obliged to make that declaration after several residents in multiple neighborhoods across the city sought permission to turn trash bins into makeshift pool parties.

I have to wonder about the IQs of those who would even consider a dumpster as some sort of aquatic playground.
They’re just trying to duplicate the Olympics experience.
I was wondering how they kept the water in the dumpster as dumpsters are not water tight. Now I see they used one of the bus plastic tarps as a liner.

I had a neighbor that did that tarp liner trick to fill the back of his El Camino with water. Blew out his air shocks.

And then if somebody gets drunk and drowns in a dumpster, the city would no doubt get sued.

I could have saved big bucks on a pool.
IMO a new, galvanized livestock watering tank would make a much better pool/tub. Even has a drain plug.
I think the use of dumpsters for swimming pools is quite innovative. The city officials were quite innovative thinking of reasons to stomp their feet down on them.
It looks like the entire block is partaking in the swimming dumpster.
