The reality is that the US transfers electronic funds to Iran regularly through the banking system. $400 million is peanuts to governments... but it’s a fortune to terrorist networks. That’s what makes this transaction so suspicious. Why cash? Why pallets of mixed cash in unmarked planes? Many other governments are trying to convert to e-cash economies to stop drug trafficking and terror because cash lets them move freely. Point is there’s a legal cover story (or two, or three) to mitigate charges of treason. That ensures he’s never convicted of the _point_: giving $400B in unmarked _cash_ to _terrorists_.
