Jill complained to the FBI over the email threats she was getting. It wouldn't have gone anywhere — the threats were too mild — except Jill was also friends with an FBI agent, who successfully pressed the Bureau to pursue the case.
They did, and they traced the emails back to Paula, and thence to the DCI, General David Petraeus. Game over for Petraeus!
