Loss of use of active Sonar by navy ships means less training in its use. No other naval power has that restriction.
Loss of noise aimed at oil rigs and sup[port ships means heavy investments in quite prop tech (for starters), which in turn make US oil more expensive and less competitive on the world market.

Once enacted the noise restrictions will be deliberately spread to other marine transportation - including personal Tupperware out and inboards. Forget water skiing.

Old Ironsides will be brought out as a template for advanced US Navy warships. The political and other well connected elite will gather to watch the glorious sight of the Navy under full sail as it sets off on its months long voyage to meet the challenge of the fully nuclear powered Russian navy.
