Conscripted labor is not unlawful. It is a government function in times of social stress. Some fellow in Florida, years ago, objected to Florida law that required a few weeks of labor on road building crews, or pay a fee. The objection was that this was conscripted labor or slavery. The US Supreme Court said "Nope, work or pay, your choice."

This was common practice in New England, and was still done in Vermont in the 50s and 60s.

If you couldn't, or didn't want to pay your property taxes, you could work it off on the road crew or other duties as needed by the town.

I wasn't considered a big deal, and a lot of poor folks were able to keep their houses and other property by working off the taxes rather than losing it to a tax sale.

Back around 1970, there was a story going around that there was already an Executive Order for the forced removal and forced labor of citizens in the USA in case of “invasion”.

All it needed was to be signed and implemented.
