Hillary’s mother died from congestive heart failure. Her bother developed heart problems as well.
Constant coughing is a symptom of congestive heart failure (CHF). Her issues with the “transverse venous thrombosis” do not appear to cause coughing as far as I know.
Think about anyone in your life with CHF, did they cough all the time? Yep.

A dry cough can also be caused by a reaction to ACE blood pressure drugs. But, I'd think she's had the best medical advice possible, and plenty of time to adjust her pharmaceuticals.
Sometimes a dry throat is just that--too much loud talking over several days could also produce irritation and coughing.
