While I don’t have the time (I do have the inclination and the ability, but as a lazy FReeper decline to exercise same), I would imagine such a treaty calls for a formal request made through the United States State Department to the Russian Foreign Ministry for specific information. I doubt we made that formal request. And why would Obama do that?

When Pres. Reagan said "Mr. Gorbachev, tear down this wall" did he need a treaty and a formal request to do so?
