No. I imagine this is why government is so effed up because most of the appointees are not qualified they are only friends/ hacks.
Probably not, but "yes or no" is too coarse of a measure. A better measure (if one could be made) would account for the numbers of them, and the importance or influence of the appointments. I think it is well known that "getting in" is lucrative, for anybody who is willing to take advantage of the system - and this attribute is emphatically not limited to DEMs.
