It’s the international language, and they are doing that for the world news media.
I think they were addressing the world news media most of all... English as the international language...
In the photos’s jpg address for the liberal publication Mother Jones it is identified as in Germany. It comes up in searches for refugees and Germany. Not conclusive proof, but it makes it seem likely. The language does not surprise me at all, English is so much the international language. People doing propaganda like that are trying to reach audiences in many countries.

I am not either but I used to work with an ex-Special Forces guy and when the cult in Japan set off bombs filled with saran nerve gas in the Tokyo subway we were watching on TV in the hotel lobby where we worked. Dan Rather said how the gas was made (By bubbling exhaust from a lawnmower engine through laundry bleach using a water hose) and I was upset that CBS would tell how to do that on national TV because I was afraid that it would teach other groups how to do it. My friend said don’t worry, they already know how to do that and then then rattled off about 6 ways to make explosives from common household items. It was part of his Special Forces training.
I remember a couple of the easier recipes.
