Yes, what I was getting at is that the multiple gunman theory could be based on erroneous expectations set in their training.

Or, maybe they are hearing a delayed echo of the report from the shooter (it’s an urban setting; many hard, reflective surfaces), and mistaking it for a second, distant shooter.
