I doubt that very many in law enforcement actually believe him, so is this directed at individuals outside of law enforcement?
But then, I also doubt that very many outside of law enforcement actually believe him, too.
I'd conclude that this is just a pathetic attempt to go through the motions of fighting the raging 4-alarm blaze that he started in the first place.
