That's how it looks to me, too. Priebus will be judged by whether we win or lose in November, so he wants to win. But the permanent GOPe (i.e. UniParty) will support Hillary if they can't deny the nomination to Trump. Damn them.

It’s more than Priebus. Ryan, for example, is the convention chair. He has to be with the effort to squelch the rules vote or there would be a rules vote. But generally I agree with you. The GOP-E is splintered.
But then so is the anti-establishment GOP. Tea Partiers are vigorously on both sides of this issue at the convention. It’s just a very weird year in politics.
