Even H1B outfits vary in nature.
Some of them are better than others in helping their people to succeed long-term. But others seem to be interested in setting up near-mindless hives.

Confusion arises because they seem to be speaking indirectly as representatives of the country as a whole, when actually, they are merely referencing themselves ie the specific tech executives who signed the letter.
