What difference does it make if he had a permit? I have one, but long before I got it I was taught not to create misunderstandings with the police. As Heinlein wrote, in nature the penalty for stupidity is death; the sentence is executed immediately, and there is no appeal.

The courts have ruled that permits, if any, are conditional varying by State law.

It's incumbent upon the permit holder to keep track of their status to remain legit and at least pretend to be responsible.

The requirements aren't onerous or expensive.

When you’re a cripple living on a fixed income, they can be both.

My point was, though, that you don’t go rummaging around for your gun during a stop, permit or not.
