No. You’re thinking of Venezuelan police. The DC Capital Police are on jumbo bags of potato chips, half gallons of Coca Cola, barrels of ice cream and endless buckets of fried chicken and french fries.

The Capitol Hill Police get threat assessments and are actually trying to do their job.
I live here and I see them and other “Law Enforcement” agencies targeting suspicious vehicles and their occupants virtually every day.
I’ve seen a half dozen undercover agents in perfectly normal looking vehicles descend on vehicles and there occupants all around the city. The highways leading in, as well as downtown. They seem to come out of nowhere.
I will say that at least 90% of their targets are Black or Arab.
I have the impression that the Black guys they stop are just drug runners.
That impression may be changing.
