Its extremely expensive. They probably have at least one channel encrypted, but encrypting everything, very expensive.

That is not correct. It costs just as much to encrypt one channel as it does to encrypt them all.
There are also different levels of encryption from commercial up to NSA provided keys.
We have portable radios that rotate cryptologic keys on a daily basis. It is a simple matter to change keys at the beginning of a shift. Any radios in the field will get updated as they rotate through the station.

If you encrypt one channel you have sunk the cost, might as well encrypt all except mutual aid. Additionally, with a large portion of local PDs going to trunked radios, kicking one lost radio off the system is quick and easier than distributing new keys, even with over the air rekeying.
I disagree check out this cool wideband transmitter reciever, Not that they would use this but they could with which they can encrypt traffic fairly easily. I have two (TX/RX) and have messed around with encryption schemes
I guess my point is the technology has gotten way cheaper.
Oh its all open source I think so you can print as many of those boards as you need.
