How can you even get convicted of 79 driving offenses and have a license ? Only 31 convictions. The rest did not result in conviction.
I've read a few articles alleging that Falcon Heights (a very small suburb of St. Paul) is really aggressive about pulling over people for the smallest infraction -- it's a substantial revenue source.
In my state, a small town was doing the same thing. It led to a state law that limited the percentage of total revenue a town could collect from traffic tickets.
