Putin signs controversial new anti-terror bill into law

President Vladimir Putin has signed into law a controversial Russian anti-terrorist bill in the face of objections from internet companies and the business community, but has ordered measures to be taken so that the financial risks of the law will be minimal.

The anti-terrorist package of bills was drafted in April 2016 by a group of lower house lawmakers, who described it as a response to the bombing of an A-231 jet liner in Egypt in October 2015 and the terrorist attacks in Paris in November of that year.

The document contains a separate criminal article that orders up to 10 years in prison for anyone engaging in international terrorism, and up to 15 years behind bars for anyone found guilty of financing terrorist groups. Attracting new recruits to a terrorist organization was also criminalized, and will be punished with prison terms of between five and 10 years.

The new bill also lowers the age threshold for terrorist crimes, such as terrorist attacks and hostage taking, to 14 years from the current 16. Presently the age of minors in Russia is 16, with exceptions made for such crimes as murder, rape, kidnapping and several others. For these, criminals are deemed to be responsible from the age of 14.

On further reading I’m not a fan of the part where he wants encryption keys handed over on demand.

This provision could be very important, can this be done here?? I know it may be a huge red flag with freedom of expression etc. but can specific terror groups be outlawed, and then recruitment to those groups also be outlawed? I don't know the legal ins and outs but it seems like a plausible idea. Or Would it be too subject to abuse by gubmint???

It would seem that Putin is one of a very small handful of world leaders who have a full set of b*lls.

obama surely hasn’t got ‘em; he has neither b*lls nor spine.

Actions can be punished.

That’s not free speech. If you’re recruiting to kill innocent people, yes should be held criminally responsible.

We’re not talking about people joining a legal political party or NGO here.

These “penalties” are too light. Most of these actions deserve a rope or a bullet... IMOHO

That’s what I think but our lawyers, judges, and politicians have wussified our legal system over generations. Remember that communist parties worldwide were/are devoted to the violent overthrow of govts, yet I don’t think we have been able to outlaw communist parties or criminalize recruitment to them. They are essentially terror groups too, the worst of the 20th century, yet we allowed them to operate with impunity.

I’ll be glad if we criminalize recruitment to jihad groups but I’m not sure it has happened very consistently, at least.
