Govt has nothing to do with it. The whole "community church" movement is all about tailoring the message to appeal to the "community."

Jesus called such "preachers" hirelings (John 10:12) and has been going on as far back as Simon Magi trying to buy the gifts of the Spirit in Acts 8.

More recently, Oral Roberts, Benny Hinn, et al, are indicative of wolves that depend upon a gullible audience; an audience that cares nothing about Truth or the Jesus of the Bible.
