So what? Do you want to ask whether Congress has control over internal Executive branch designations? Or do you want to ask whether the executive agencies are all “constitutional”? Because those are two entirely different questions. I’ve answered the first one, not the second.
I think it’s a fair question. Too many people are saying “so what” to rule of law these days.
