Yes, indisputably so.

I think Comey let some of his reasoning out of the bag.

Several other "Department Heads" sent/received from Hillary on her private accounts.

Maybe even POTUS.

They may have sent/received Classified info.

"It's not illegal if the President does it"...is one of the most profoundly insightful things ever said by Richard Nixon.

What was Comey going to do, recommend the DOJ prosecute 1/2 the officers of Government, potentially inclusive of POTUS and certainly inclusive of Cabinet Officials, over a statute rarely enforced?

I think he did all he could by exposing the found facts of the case and indicating "No reasonable Prosecutor would bring charges".

And, he certainly knows that all the details will come out between now and November.

Corey’s statement “...our judgment is that no reasonable prosecutor would bring such a case” tells me that AG Loretta Lynch let it be known no DOJ prosecutor would pursue the case and that he could either get with the program or twist in the wind alone. The prospect of never eating lunch in this town again was too much for him.
