I’m going waaaay out on a limb

....and say INDICTMENT!

Curious as to what is the actual process? I don’t think the FBI issues indictments
but rather that will come thru the AG if one is to persued. Others may can
explain the actual processes.

That's correct. The FBI investigates. If it finds probable cause a crime was committed, it sends the evidence to a prosecutor, and the prosecutor decides how to proceed. Sometimes the prosecutor asks for clarification or additional evidence, but the decision to proceed with a criminal case is totally outside the FBI.

If the FBI does not find probable cause a crime was committed, it doesn't bother the prosecutor with a referral of the file.

FBI presents evidence and recommends, Ag either agrees or declines,if the AG is convinced and a grand jury is seated, indictments come from the grand jury

If the AG takes a pass, hell is comin
If the AG seats a grand jury, A LOTTA FOLK ARE GOIN TO JAIL
