Huh? When has he ever convinced anyone of anything? He talks to his base, who worship him. He promises free stuff and they take the bait. When he talks to the “other side”, he lectures and declares that he will “do it without them” and then issues EOs or has his alphabet agencies change regulatory priorities.

He couldn’t upsell McDonalds french fries to a starving person much less sell a complex idea to people who don’t already want it.
