If he is located in Pakistan, in an area basically to hostile (physically and militarily) to attack on the ground, then we would use our options of Daisy Cutter pressure bombs (bury the bastards alive with burst eardrums), or small tactical nukes which will seal mountain caves forever as well as incinerating some of the bastards.
