This seems to most closely fit with WJC’s slick, underhanded ways. But wouldn’t that mean Lynch trumped him with her claim of following whatever recommendation the FBI forwards her?
Maybe she is trying to fight back by doing that. Who knows, maybe Bubba failed to intimidate her but he sure created a mountain of crap for her to climb.
