Ok... YOu have a real eye. I don’t know. It’s the Andulus Spanish Train. Could it be somekind of panel lighting for night time? I would think there are others spaced through out. There’s no other explanation.

It's a brass, and mesh luggage rack..but Nikos parks his fedora there while dining. Since the train was originally the British Royal Family's, the just put their tiaras and crowns up there.👑

Lookey here what I found? It looks like the panel you're talking about is a basket of sorts. IT's not above any other seating area of the car.
