Aircraft are not taxi cabs. Flight plan filings, arrival and departure clearances, fuel planning, etc... all need to be closely adhered to. Someone had to order this interruption of aircraft. It was not on a whim to say hello. This was done to control who could hear what was being discussed. No more secure location than an airport tarmac.
