The Clintons and their apologists have used the phrase "move on" so repeatedly over the years, that it has become meaningless by now. It's obvious that they use it ad nauseum because they have no substantive answers to whatever the allegation against them happens to be.
It even became the name of their propaganda web site, moveon.org.
