The time factor of responding to a widespread medical emergency doesn’t agree with the premise of a central stockpile having a suitable support response. The stockpile is not applicable as support to an emergency just anywhere in the country.
If a list of pre-selectees were evacuated to suitable compounds, then logistics of support would be more manageable.

Hold until ex date then dump?
Halfway to ex date then sell cheap to China?
Better if Cardinal Health or even Walmart maintained extra inventory.
