Nazi Germany had that problem, people did not want to give up their (registered) arms.
So the order was issued that anyone found with a weapon was summarily executed on the spot, and for those that 'lost' their weapons, the authorities would come over, burn your house to the ground, sift through the ashes, smile and say, "You're right! No guns here!"
Then they would bundle your family and you up and take you to jail, so you at least had someplace to stay.
"Losing" your weapons does not work.
