Jihad is still Jihad. He was planning to do it at Disney Park. It would appear he changed his mind and decided to go Jihad at the Pulse Club.
Regardless to WHERE he did it, it was his JIHAD. He made that explicitly clear in phone calls.
Still, there is more to the story. What made him change his mind is key to knowing who else was involved and what their motives were. Anyway, changing his mind got him and his buddy killed (not the gay lover buddy). The wet team made quite a mess taking him out. They blew enough holes in the wall to at least injure dozens. The local cops were told to stand down until the wet team arrived, which they did.
