Export sales have strict contract requirements about ANY modifications, particularly the software. IIRC, the US won’t release the source code for the F-35 software, so unless Israel becomes a partner on the program, they can’t do a thing.

First he backs the Israelis into the corner, then he gives them the tools they're going to need because of his Presidency and horrific policies.
