Bush set up a covert operation based in Jordan to assemble and train a Syrian opposition force to destabilize and potentially overthrow Assad and stop his support of Islamic Terror in the region
When Obama took office he gained control of this operation and its infrastructure and effectively handed it over to the Muslim Brotherhood and the Islamic terrorists who had lost the insurgency and had been kicked out of Iraq.

Clinton began the creation, obama is the one who embraces and assists. The difference is that clinton, typically, may have done it for money, while obama is ideologically on board as an apparently willful enabler.
