The O in NOAA is for oceanic. There is an enforcement arm of the National Marine Fisheries Service stuffed in there somewhere.
So not necessarily the weather police.
You'd think the Coast Guard could do that, but they're too busy harassing recreational boaters with random boarding. But OK, we need more cops, we need cops to watch us 24/7, watch what we buy, watch what we read, watch what we post on FR and stuff like that. We need to live just like the book 1984!
