I grew up in a small town where a classmate lost their mothrr due to an HIV tainted blood infusion in the mid 80s.

This is a bad idea to allow a high risk group to donate.

If they do lift the ban, and this starts happening again, rest assured the MSM will suppress all news about the victims.
