saying even a woman who walked “stark naked” to the U.S. Capitol had no right to receive unwanted touches from a man.

This is a really screwed up sentence. The point of his statement was that no MAN had a right to touch her. This sentence says that the WOMAN ". . .had no right to receive unwanted touches from a man. That is a HUGE difference in wording.

You're right, only a psychiatrist could decipher all this hidden motives in that sentence.
